When the Maine Arts Commission
hired Colley Consulting to develop an arts education
marketing plan, school district participation had sunk
to an all time low of 7% statewide. Three years after
implementing Bernadette Colley's design for a strategic
plan, involvement had skyrocketed to 77%; six years later to 97%. Independent
evaluator Craig Dreeszen said of Colley Consulting's
concept:
"The non-competitive distribution of grants to
every school district is a bold strategy. The PAL program
does increase access to arts education in nearly every
populated part of the vast state of Maine. This is a
remarkable achievement and it is unlikely any other
state arts agency could claim this extent of reach...This
